yes you do , but there is so many out there that dont have one your town council wont care unless they catch you and the goverment dont care as long as you stay out of there way , council and goverment just want licence fees but dont seem to uphold the law ?
Yes you do need a licence, because it is being hired for a specific purpose just like a taxi driver needs a licence to drive.
An ordinary taxiing licence will do for a basic Chauffeur. But a proper Chaffeur needs also an advanced licence, and proper Chaffeur training. I did much of this but couldn't afford to complete the course and take the exam. But it includes defensive driving, extreme OFFENSIVE driving, handbrake controlled turns, off-road driving, basically you need to be prepared for any situation you could land in.
Defensive driving requires intimate knowledge of what to expect on a given design of road having never seen it before, offensive driving is primarily how to use your car as a weapon to disable attacking equivical vehicles without doing operational damage to yours, controlled handbrake turns speak for themselves, and off-road driving means being able to take a 2x4 vehicle through an off-road track without getting stuck, then a 4x4 vehicle through a very tough off-road track without getting stuck. advanced parts of the course apparently include evading attack by a tank and hiding from airbourne RADAR systems.
This is not required by law for ordinary chaffeuring but in order to drive dignitaries etc you are expected to have completed this training.

your friend has to get public liabillty insurance and make sure that he has got insurance to drive for reward/ private hire.
the actuall driver would be advised to gain a p.c.v/ psv licence as this would cut the insurance down.
Also your friend might need an operaters licence to run these cars as a buiseness., so to get one he will need to know someone with one or gain one himself which is hard work just for a weekend or two doing weddings and such.
