In the UK what is the small black van with blue flashing lights on its roof used for?

People were wearing black sunglasses inside the vehicle and looked like they were dressed in black!!!

It sounds like a private ambulance, those who transport organs to waiting donors.they have to have a flashing light, because the organ has only a limited amount of time to be implanted in the donor.

i think they're the guys who collect the dead bodies from various places, not sure though cos i cant see why they would have blue flashing lights, not as if they have to get through traffic in a hurry, the corpse aint gonna go anywhere!!
