in UK you don't have to wait any time at all. just apply for a test and you can take one as soon as they have a slot free.
If you had a Court Judgement stating that you must do a re-take, the Judge would have stated the length of your ban, so refer to that.
What i have had 9 points in 2 years and do not have to take my test again what country are you in

you have to apply for a provisional licence again and sit the theory then book a test again.
