My car heater blows out cold air,but the engine temp is normal?

Normally this is caused by either a thermostat sticking not allowing the hot water from the engine to pass to the heater matrix.
Get the thermostat checked, if so a cheap easy repair.
There's probably a blockage in the line that goes into your heater. It might be fixable by having it backflushed.
could be your water is not circulating as it should

Its not the Thermostat if the temperature is normal,
Possibli it is an Air lock. bleed the air from the highest point on the heater system, take off a hose and prime it with 50% antifreeze solution if nescessary.
Sometimes a blown head gasket causes this, by allowing air into the cooling system causing the air lock, my old 1700 Morris Ital suffered from this.
Less likely, if you have had it apart, are the pipes on right, logically pipe from top of engine ought to go to the top of the heater matrix and the pipe from the bottom of the heater goes to the bottom of the engine so water rises through the cylinder block and falls through the heater matrix, sme manufacturers try to force the water backwards through the heater as it warms up then when the thermostat opens the water flow stalls and the heater gets cold. Swap the pipes if you have one of these.
You have got the dial turned to red & not blue !!
Make sure that your heater core is not clogged up or leaking. It could also be that youre thermostat is stuck open not allowing the coolant to heat up before it begins circulating through your cooling system.

if the temp is normal then the system is not airlocked or thermostat bad and water is circulating in engine normal. on one of your heater hoses is a valve make sure this is open. depending on make and model it will be vaccum,cable, or normal turn type valve. override this valve by unplugging vaccum line and turning manually, or turning manually by cable or turn type.
check for heat in lines and interior.
Is the car a late-ish Ford Fiesta or Focus? There is a valve that causes all manner of problems on the hoses to the heater matrix. It's a pulsed and motorised valve that is prone to failure and stops coolant flowing through the heater matrix. Sometimes, the valve can fail so that you can't turn the heater off. It's a known problem, and any Ford dealer should be able to locate what you need. Valve is about £35.
could well be heater matrix or pipes blocked to the heater matrix.
if someone has put rad weld in this will be the course of the problem
If it was the thermostat the temperature would rise,i would say its an air lock in the heater system
