probably, its called the red route and is more expensive for penaltys when parking on them as i was the victim of £100.00 or £50.00 when paid within 14 days

It's not to do with the congestion charge (as suggested in the answer above). The red routes are clearways..no stopping or loading allowed in peak hours - unlike yellow lines, where you are allowed to stop, but not park.
I am not sure if they are used in other UK cities
I'm sure they have them in Edinburgh too.
not sure but they mean no stopping for any vehicle at all. instant ticket no questions asked.
we have double red lines, in stead of double yellow lines, on the road on the grounds of the new wonderful (!) university hospitall in Coventry.,
