Assuming you are talking about Britain - NO! NOT AT ALL - anywhere! Nor on Boxing Day apart from the London Underground and a small number of exceptions.
No buses either. Plenty of buses in London on Boxing Day - but very few if any elsewhere.

Its probably a safe bet that somewhere in the world at least one train will be running on Christmas day.

And if you don't live in the U.S.or Canada don't email Amtrak because they can't help you.
Not in UK, well at least not by our TOC, nor boxing day. The P-Way guys will be out in force though so expect rail replacement buses all over the network whilst engineering work is carried out during the Christmas period.

The majority of trains do not run over Christmas Day (its one of the main day when engineering takes place due to no trains running), but companies like Heathrow Express & Gatwick Express run a limited service to the airports.
Even London Underground closes down so there is no tube!
The ones I drive won't be running, and i'll be at home with a glass of Port infront of the fire watching a repeat of "The Two Ronnies Christmas Special" for about the 25th time. Driving trains on Christmas day, as the Cathrine Tate Show charicter would say "How very, very dare you!"
Assuming you are talking about the UK, no trains themselves will be operating, but rail replacement bus services will be operating for Heathrow Express and Gatwick Express I believe. On Boxing Day, certain commuter routes will be operating. 27th - 30th December will be operating a Saturday service on most lines (with some shut for engineering works). 31st December will be operating a Sunday service generally, with extra overnight services in the London area. New Years Day will be a Sunday service into Monday service about midday on most routes, 2nd January again generally a Saturday service, and on 3rd January normal service resumes.
