I think a very economic japanese car would do it. But also it depends of were you are, and what kind of place it is. It is a city , a medium size car, japanes are good. Is you ar in the country side, maybe a typoe of pick up or bigger car is need.

In most places where they don't have a taxi designed simply to be a taxi (i.e. outside London and the USA) the weapon of choice seems to be a low spec Mercedes diesel..pretty comfortable and totally bombproof..

I would recommend the tradition London Cab.
They go for ever, are cheap to run and maintain, and have good disabled access.
If I had the money I would have one of these for fun.
That obviously depends on where you are. In the United States, where people absolutely demand large cars for their larger frames (no offense, Americans are larger than other people) and bigger roads, a large domestic like a Ford Crown Victoria or a Chevrolet Impala..not in the least because of the massive incentives the big 3 give out which would make these the most economical. In Europe, probably a mid-sizer from one of the larger 'fleet specialists' like Opel Vectra or Citroen C5, as once again these give large discounts and long/cheap service intervals. In the developing world, its probably better to go for a subcompact (Corolla sized) Japanese car for the fuel economy and the fact that you cant come across parts for American/European cars easily.
