Peugeot 106 Revving - Choke??

Hi, I have got a Peugeot 106 1.1 XN Zest which has done approx. 92000 miles. I got it last April and it had done approx. 74000 miles. In the first 6 months I got a new clutch fitted as mine went whilst on the motorway. It passed it's MOT in November last year and only had a minor hole in the exhaust and the rubber cv boot cover (i think) needed replacing but I haven't had it done as he said it wasn't very urgent.

The first job I had done on it was to have the idle control valve (stepper) replaced as it was extremely faulty and the car was dangerous and scary to drive lol. I have recently (in the last month) spent £350 on my car. However I have noticed that it revs slightly when I am stopped at traffic lights and it pulls back slightly when I start to move off. I have been told it is my idle control thing again but another garage said it isn't and may be my ECU but could it be my auto-choke, or an air-leak? I have been told to "lean the throttle housing" as well.
