Speeding Fine Statutory Declaration Help?

I had a visit form a baliff the other day due to a speeding ticket that I had not paid from 2 1/2 years ago when I hired a car. I have not received information about this until baliff arrived and now I have to attend a statutory declaration at court. Does anyone know exactly what I should expect to expect please. What is a statutory declaration experience like? Can't get no answers from the court people. Thankyou.
