you need to be 17 to legally drive a car on the road in the uk. that is either as a driver or a learner.

You have to be 17 and had 10 hours of driving with an instructor and you need to have done your theory..aside from that it's up to you.
As long as you've got your provisional you can sit your theory test. Once you've done that you can sit your driving test from your 17th birthday onwards. Check out the dvla site for more info on it, gives you all the rules and regulations
You can sit your theory on your birthday. Apply for your provisional in December/January. You cannot start driving lessons until you are 17.
You can send for your provisional licence before your 17th birthday (application forms from the post office), study and take your theory/hazard perception test as soon as you are 17 and also can start your first driving lesson on your 17th birthday!
You will have to wait til February. You can book your theory so that you can take it on or after your birthday
