How to find out a registered keeper of a car with the number plate?

i am thinking of bying a car and want to knoe if the guy selling it is the registered keeper as he says he has lost the log book

get a local car paper look for company that does hpi checks it costs about £15-£25 this will tell you if it has finace accident damage or stolen and who the keeper is check the vin number as well -as the number plates could be stolen
report the number to ur local transport autorities as well as the local cops they ll let u no if its legitimate
