check your catalist.if its collapsed inside it will.. make the car sluggish.. it happened to me.,,,,,,,
It could be a whole list of things.
Try checking the fuel filter to make sure that is not blocked - if it is it will be restricting the flow of fuel and therefore reduce power.
You can also check the air filter - if that is blocked you will be running on a rich mixture as if the choke is on, it will start ok and then get worse as the engine warms up.
There is a breather pipe on the fuel tank that could possibly be blocked which could account for the fuel tank making the noise.
After this it probably starts to get expensive - is there white gunge on the oil filler cap which will indicate water in the oil and a split head gasket - are you losing oil or water?
If you want to learn to do it yourself I would suggest buying a Haines manual for your car.

Not sure about the sluggishness, could be anything, electrics, carb or plugs but there is supposed to be pressure in the tank. good luck

fuel tank breather is blocked, it's part of the cap, change it!
as the fuel is used air cannot get back into the tank, this creates a partial vacuum, (remove cap, sound of air rushing in), the fuel pump then has difficulty 'sucking' the fuel out of the tank, not enough fuel from tank=poor performance!
