If the performance is pretty poor too, the engine management unit might have gone into failsafe or "limp home" mode. That normally stops it revving above 2500rpm and so your turbo won't really do anything either.
Sometimes, you can trick it into going back to normal by restarting the engine a few times, or by disconnecting the battery.
Either way, if it is in limp home mode, something made that happen. If you've not already checked the Mass Air Flow sensor, check it's giving sensible readings. Disconnecting it completely might make it go into a sensible mode.

I would take it to the dealer
Before taking your car to a dealer, do the simple time-consuming jobs they would do anyway first:
1)Check all fuses and their contacts, ie white powder corrosion
2)Check all wiring around the engine. Disconnect the battery and then carefully unplug each little plug, squirt in some WD40 and wiggle a bit in/out before finally re-connecting it final. Do this with all connectors you can find.
3)Check all pipework, especially the ones carrying air/vacuum for cracks or tight bends that may obstruct them.
90% of faults are cured by doing above. Recent customer spent thousands elsewhere trying to sort out similar problem on an Astra and all I did was to clean all the connectors. Hour later problem solved!
