I thought cars had to be registered to its owner? If so, it's on the registration.

You need to get a form from DVLA
They want £3.00 I think.
But you have to give a valid reason for wanting it.
If you are asking about using a registration you just look at the paperwork; if you are asking about using the plate to find out the current owner, it's highly unlikely due to anti-stalking laws. well, you could find out if it belongs to a sultana, but you'd need a good raisin for asking or you'll be on to plums.
