Because the stupid British government implements every EU rule and regulation to the letter, whereas the rest of Europe takes advantage of what suits it, and ignores everything else.

Newer European HGVs are restricted to 90kph.
Its not the UK Government that implements it - the speed restrictor has to be fitted by the manufacturer for the vehicle to meet European Type Approval, which allows the vehicle to be sold in any European market.
This is quite a recent directive, so HGVs about 5 years old will not have the restrictor fitted - this applies to UK and to other European vehicles.
However, on British roads the maximum speed limit for trucks is 60mph, or 96kph.
Therefore you'll find newer trucks travelling at 56mph (90kph) and older trucks at 60mph (96kph) on British roads.
It could be that wherever you live, most British trucks are quite new, and most non-British trucks are older.
