You would really have to get a very cheap car indeed to have 3rd party fire and theft insurance. As you know, if you do crash (and it's your fault or even 50/50) you will have to pay for the damage yourself so you can't take the risk. Your best bet would be to find someone who knows a lot about cars (do any family members know any mechanics) to do you a favour and come with you to look at some cheap runarounds! It depends how much you're willing to lose if you do crash! You can get a car in good working order for less than £500 but make sure there's plenty of tax/mot left on it.

Pretty much any of the small cars tend to be cheaper on insurance, but before you go for TPF&T, check how much fully comp is - I found I would have to pay nearly as much for TPF&T as I would for fully comp and it gives you much greater peace of mind. If your looking at really cheap to buy cars then a Corsa may still be out of your price range, but Nova's are similar, getting on a bit so are cheap to buy, plenty of them around so you can get spares at the scrappie and cheap insurance.
Another option which might be open to you is to see if your parents will add you to their insurance. I think Direct Line even allow you to build up your own no claims, even if your a on someone elses insurance.

Ford Fiestas and Kas are obvious choices, but if you're going for an old MK3 Fiesta, beware as some companies wills ting you, simply because it's seen as a default boy racer choice, despite the small engines.
Vauxhall Corsas are cheap and dependable, but they're a tad dull really.
Fiat Puntos are fine, but look for electrical models. Cinquecento/Seicento Sportings are like Italian Mini Coopers. They're like hot hatches with Group 3 insurance, but they are very flimsy things, and if you do view one, look for signs of abuse..

When I was 18, it was the cheapest old banger that I could find.
Turned out to be an Austin A35.
Worth a bit now, but £180 to insure now, fire & theft.
Grab an old thing of small value, the insurance folks take that into account.
