Actually get it checked out by a competent Mechanic or electrician, because Cigar or *** lighter has a big fuse or none at all and if it has stuck in it has probably melted something so there could be potential for a fire here, the fact the thing wont come out is potentially the least of your problems
If you can get to it behind the dash, disconnect it and remove the screwed sheath and the unit will come away.
The lighter bit itselft has the mechanics.
