sounds to me you can either buy the car for the 'Buy Now' price of $1750 or buy it on some kind of payment plan. The information should be spelled out in the item description. Remember you get what you pay for. I doubt the car will be driveable for $1750.00
If you want you can buy it now, and pay the £1750, but it also means that the seller can arrange HP if you want to buy it that way.
