It depends on the type of car. Normally you can use a Multimeter set to impedence. Unplug the sensor from the harness to the abs module. Check the resistance as you SLOWLY turn the wheel. The reading should fluctuate consistently. You can also check another known good sensor for accurate parameters.

Induction-based ABS rev sensors produce an AC sinusodial signal when rotating. Put it on an oscilloscope. Rev it up. When everything is ok, the frequency and the amplitude of the sinusodial signal is proportinal with the speed.

Beware, on some modern cars, the output from a multimeter is enough to blow a sensor (hall type).
If the sensor is an inductive pick up type, the first thing to check would be the resistance of all four sensors (from the ECU is best with the aid of a wiring diagram, if not then it will usually mean checking them at the connector closest to the wheel. A reading of between 800-1200 ohms as a rough guide is what your looking for. If a uniform reading is obtained from all four wheels, then the ac waveform needs to be checked with wheels moving. Again, a uniform output should be expected from each wheel for any given speed. If any one wheel gives a lesser output than the rest, be sure to check the air gap between the sensor and the toothed rotor from which it takes it pick up. Obviously these are guidlines and not model specific.
