Most hire firms will hire you a vehical provided you have a valid licence, however you may have to pay an increased deposit.
You might be better borrowing one. You can always buy a cheap one - try Autotrader.
Do you still have your own insurance? If you do, then you would probably be accepted by the lease company but with a higher premium. If your own insurer has refused to renew your insurance then I doubt if you stand much chance.
It would be easier to nick one .
