sound like fuel starvation to me, have the filter changed, and while the filter is out try and pump some fuel through the pipe to make sure that there is no blockage in the fuel pipe.Maybe the tank itself requires cleaning perhaps a build up of water in the tank from condensation It requires investigation before you go out on the road your engine might stop altogether, and leave you in a right pickle
If it was a blocked Air filter or Blocked Fuel Filter, or blocked Fuel tank filter it would be at its worst at High speeds, high revs, full throttle.
Plenty of diesels exhibit this gutlessness at low revs but yours seems an extreme example, restarting straight away is weird but handy
I once had a ford with the same problem. After taking it to my local garage, he changed the timing belt and glow plugs and it worked fine ever since.
