Why does the pelican crossing near where I live change to red when there are no humans in sight?

they are all wrong its called traffic calming (although it narcs me) its designed to keep stopping traffic on that road to prevent speeding, so even though no-one has pressed the button it has a cycle programmed in with other lights in the area. but dont start running red lights you never know if someone is crossing.
You'll find someone has jammed the switch in so it keeps going

That is because the Pelicans are flying overhead.
Get down from your car and investigate the triggering mechanism.
Is it a pelican or a puffin, doesn't matter which it is they both respond to the button being pushed there is a delay, so someone can push the button then wander off and the lights will change.
Keep a shotgun handy and shoot anyone that pushes the button but doesn't cross.
it only does this when you are looking
a) It's haunted
b) it's automatically controlled
c)how do you know a pelican hasn't just crossed (flighty birds those pelicans)
Because someone pressed the button then legged it before the lights changed.
