Does anyone know how to find out the name of the registered owner of a vehicle?

I think you can do it through the DVLA but only if you have a valid reason.

"Release of another vehicle’s keeper details

You can obtain the name and address of the registered keeper of a vehicle if you can show reasonable cause for needing the information.

Members of the public will need to complete form V888. Companies should complete form VQ3 , or apply in writing (both forms are available from DVLA). You should include a fee of £2.50, the vehicle registration number of the vehicle you are requesting information on, full reason for your request and the date of event.

Send your application to: Vehicle Record Enquiries, Vehicle Customer Services, DVLA, Swansea SA99 1AJ."

Technically yes but you're going to have to have one hell of a reason for asking!

Ask a bent copper to do a DVLA check. Or ask a legit copper who can't tell you.
You can't just go to the DMV and ask for someone's info. If you have a friend who is a cop he/she can help. Good luck.

The AA do a service you can check it costs about £40 and you can do it online www.theaa.com
You can't without working for the Police or the DVLA or someone similar.

It's just physically not possible otherwise for safety/security/data protection reasons.

Dont think you can, The AA wil only do a check if your planning to buy the car and your checking to see if it is stolen, even then dont think they will reveal the Named owner.
It really depends on the reason, I had an accident and its a very long story, but the woman that hit me on a roundabout dis-appeared off the face of the earth. Due to having good legal cover on my car insurance policy, I was able to track her down with the help of the DVLA in Swansea.

Long story short, eventually took her to court after a year and won the whole case, a rarity when a collision occurs on a roundabout apparently.
if you phone the dvla for a small fee they will send you the details through the post, they will not tell you over the phone i have tried

Yes, you can call your state police and if there is a dilema like a hit and run accident, abandoned vehicle, anything out of the ordinary you can tell them you work in security and give them a plate number and make of a vehicle and they should give you the information your looking for. It worked for me as a security guard long before becoming a police officer and state constable. Best of luck.
Well, where do you live? Each state has it's own laws on that.. Here in MT there's a special form and you'd have to pay the state for the info. Aside from that privacy laws prevent anybodyelse from giving it out.
