Scooters are great for when you want to go short distances and are cheaper to run.
Cars are much safer, hit a wall in a car you will survive with just a few cuts and bruises, hit it on a scooter chances are you will suffer broken bones, also take in to account winter is approaching, much warmer in a car!
The car, everyone wants one, and you'll use it for so much longer, trust me I go to college and all I want is a car and I have to save up for it. So if you have to wait just one more year it is totally worth it.

Whilst you are 16 a scooter, as it much cheaper to run and wont cut into your 'Retail Therapy Budget'. The fuel for a car is more expensive as you need more of it and the insurance will be very high.
Wait till your 17th. Too many 16yo on scooters don't make it to 17 due to accidents. You will be that much more mature and protected. When you are a little older, get a cycle/scooter.

scooters are bullseyes for little old ladies at a stop light. Lets face it, I would rather have 3 inches of aluminum and steal seperating me from the highway then feeling my skin get ripped a couple of feet and having broken bones. People who ride motorcycles and scooters have a much higher mortality rate than there fellow car riders. Get a car, you cannot put a price on life.
Thats a wide open question. Kinda like asking: which is better, a house or an apartment? It just depends on which fits your life. Scooters are great but not for long distances, if you have children if you need to haul things, etc.. Write down everything you do on a regular basis and then write down what your may have to put off or not do with either to make up your mind

im 14 and i stoped having scooters when i was nine.
cars,(as you no!) are much more reliable as sometimes,
the handlebars on it can come off when they have had theyre
last ride. and cars are much faster.
Trust me, wait for the Car. Cold winter days or nights, you can drive along, heat on, music up, and cruise to wherever you wanna go.

yeah none of them is "better" its just a matter of personal preference, the things you need to take into consideration is weather, parking, insurance etc etc, just make sure you think of everything before making your choice, i was in the same situation and i waited for the car :D lol
This time of year a car. my dad rides a bike all year round spends half the year getting soaked, or falling off due to snow and ice. i drive a car all year round. If im hot, on goes the air con. If im cold up goes the windows and on with the heater. Perfect.
I can only speak for myself, but I enjoy my scooter more than my car. I'll tell you why.
It gets around 90 miles per gallon.
I can find parking almost anywhere.
The optional insurance is around $100 per year.
After some modifications, I scoot at 60+ miles per hour.
