I want to know when the new rule came in about driving at 60mph on a dule carrigeway and not at 70mph in a van

its on vans up to 7.5 tones im told it has just changed but i need to know whwn?

I think it has to be a class 5 van (3.5 tons) for that to apply and think it's not new.
Its always been the rule - as far as I know the speed limit on dual carriegway's is 60mph - always has been, for all vehicles.
