I am afraid that your question is too general as there are many types of stainless steel out there. What differes SS from regular steel is the level of chromium - and it as to be above 11.5% to be in the SS category - however it will still be a poor quality SS.
The most commonly used SS are the ones in the AISI 200 and 300 series in which chromium exceeds 17% and nickel most of the time exceed 7%. The 300 series range from AISI301 (lowest) to AISI 348 (highest). Most common are AISI 316L.
The discoloring of steel happends when you have a high enough temperature to change the metal structure and steel properties change. (Damage)
1010 - 1120deg C is the annealing temperature of 316L stainless steel - this is where the steel structure would change and should be very close to the temp where the steel turns blue.
