Oh I remeber this one.

as you are an idiot
Reverse.
Scooter has step thru frame and foot floor most with automatic clutch and shift. Bike on the other hand has foot pegs foot operated brake shifter levers, hand clutch throttle and front brake. Either are safe when Helmet is used if you don't fall off and get run over.
Scooter has small wheels and is really just for short urban journeys. All the mechanical bits are hidden away behind panels. When you arrive at your destination, you are dressed as a normal person. A scooter is a means of transport, nothing more. It is a domestic appliance similar to a washing machine, tumble drier etc.

Motorcycle is more of a "hobby" or "Lifestyle" thing. It implies you have an "attitude". All the mechanical bits are on show and have to be polished with boring regularity. When you arrive at your destination, you are dressed as a BIKER.

The two machines are totally different and it is not really fair to compare them.
Because it's a step-through design, it's much easier to get aboard. Also you are much better protected in bad weather from spray and puddles. They can both reach the speed limit - who needs a motorcycle that can go 150 mph?
fuel economy, storage space
Economy is one. If you get one like the Vespa you need to watch the engine in the rear, they will come up fast on you. Also with the smaller tire if you hit a rock or pot hole it could flip you. They are reliable, the Vespa. I repaired them for a store that sold them. We had one come in that had been sitting in a barn for 20 years, the tank stunk of varnish yet it fired up and ran. One thing about them is that people did not respect them and think they could get hurt on them, they thought they were more a toy. But we had so many people getting seriously hurt or killed on them that we insisted on giving them lessons before we would sell a scooter to them. We even install side cars on some for those who wanted to take a passenger or a pet for a ride.
If you are talking about decent engine sized scoots like the suzuki burgman 400cc or 650cc then ease of use and weather protection are plus points. The 650 also has a nifty push button gearbox or full auto mode, both have space for helmets or bags under the seat and in a little boot. I usualy ride big capacity motorbikes but I used a 650cc burgman to tour scotland on (from midlands, quite a trip!) and enjoyed it immensly. The scoot can cope easily with any roads you throw at it and was very comfortable.

At the end of the day though I still love motorbikes because you have to ride them and they are proper bikes. big scoots are brill though!
