You need to notify DVLA every time you move. This means that you will need to send both your photo licence and paper counterpart back to them for your address to be amended. This is a real pain, but less painful than the fine as it is an offence not to have the correct information (including the address) on your licence.
I couldn't agree more about trying to phone DVLA, it's a nightmare of a phone system. They had the wrong information on my V5 and I had to go through about 15 different automated selections only to be told that the office was closed.
When you find a post office that has the forms, get a supply of them for future use.
Have the permanent address with your parents address, also I think that you can apply for the form on line from the dvla. web site. hope this helps.
Hi I also had the same problem! Best thing to do is to put your licence address at your parents or relatives,thats what I did and have never changed it it's perfectly legal. You should go on line to sort out your change over and not waste time on the automated phone service, you can select the forms you need much easier.
This will solve your problem.
