It;s either a very old car - or illegal. There are strict regulations about numberplates having to be in a standard font, with regular spacings and to be flourescent so they can be seen at night and the vehicle identified at all times
Either it's really old or from The Isle of Man.

The older number plates in the UK were aluminium and had embossed legends. These are still legal providing the car is of that era.
