Why do neither london taxi drivers nor bus drivers wear seat belts?

as for bus drivers not wearing seat belts, they dont have to due to the frequent stopping nature of their jobs and turning round to serve customers, as for taxis it is the same any Hackney cariage vechile driver does not have to wear his/her seat belt as long they are in srevice for hire or having a passenger(s) on board,
Under the Road Traffic order, Bus drivers and Taxi drivers are not required by law to wear a seat belt provided they are actually carrying passengers for hire/reward.
Why should'nt they. Is there one rule for them and another one for the rest of us

I do not know about drivers in London, but I know so many county like that, since they do not get ticket . do you think it would not be the same In USA if it was no ticket ..and no education about safety.
In case a passenger pull the cord and strangles them - REALLY!
not just london taxi drivers, all of them, and you don't need to have a passenger on board, just be available for hire.
Mainly for security reasons
so they can bail out before u do before a accident
