I do know that you need a MIDAS addition to your driving licence, and that you can't get one of these til two years after passing your driving test.
To start with you will need a psv license,correction a clean psv license,no points
depending on the number of passengers you might need a psv licence(or whatever bus drivers take now)
passenget endorsements and a business lic.
To set up a minibus company you need what is called an 'O License' It's an operators license.You will also need public liability insurance. It's the Ministry of Transport regulations which are most important. The councils will abide by their rules and the Ministry have the power to inspect/shut down your operation.
You definately need a PCV licence
