Depends where you live I suppose. Here in England I would suggest you get in touch with your local council offices and the will point you in the right direction.

got to be through your council, but beware of doing it yourself, driving over a pathway is a serious offence
You're supposed to contact the council for planning permission but get your own contractor to actually do the work if they give you the go ahead - its cheaper.
think you have to apply to the council or they will be able to tell you who to speak to i was told it cost about £400 but thats just my council dont know about your council
I did mine myself i call the local council and received the conditions to comply to and there permission to go ahead complete it in 3 days as i put 100mm of concrete under the tarmac and this was on a main road.
