The first roads were built by the Romans around 2000 years ago. Their main road stretched for hundreds of miles and was called The Appian Way.
The Romans were the first road builders, when you define a road as a structure made of different levels to give a hard wearing but smoohte surface with drainage to keep the road reasonably dry. Others built "roads" but its how you define a road. A dirt road from on village to another is fine, untill the rain comes.
The first mayor highway in England was built by the Romans, it was, and still is, called the Fosse Way and it stretches from Wallsend (litterally meaning the end of Hadrians Wall), to the South Coast passing through Liecstershire notably right through Hinkley I think. I think it is almost possible to travel most of the lenght of the Fosse Way still today. I have driven on parts of it many times.
