Yes it is an offence to leave it running unattended on a Public Highway.
It gets a bit of a grey area in a public place as the vehicle could be both running and imobilised, i.e locked up. steering lock on and running at the same time. Also on a driveway but at the end of the day the safest way to de ice the car is to run the engine and it is much safer to drive a deiced car than a frosted up one so lets use a bit of comon sense here, If its Iced up start the motor with a spare ignition key, put the Krooklok or similar on to the steerng wheel, lock the doors with your usual key and have some toast.
Kenlowe do a mains powered pre heater which heats your engine before you start it.
Incidentally, Most car engines use quite a lot of petrol when idling,
can be as much as half as much per hour as when cruising at 60, worth remembering if you get stuck in snow miles from help and need the engine for warmth.

yes thats right i found out about it last year. actually someone i know had her car stolen that way- she went into the house for a few mins and then kaboooom it was gone. easy pickings i suppose.
Yes! It's bloomin' dangerous. Here in Germany you aren't allowed to have your car idling even if you are in it. Some people will kick it as they pass by if you're just sitting waiting for someone and don't turn off!
I was pulled by a cop in Edinburgh when I left my car running to pop into a shop to buy a newspaper, so I suppose the answer is yes.

The rule is you cannot have your car running for more than 3 min cause then you are just polluting or what ever it is.

Ths rule applies to all of Europe basically.

and if your are stopped for more than 3 min its considered parked so make sure you're not in NO Parking Zone
I would think so, you are not in control of the vehicle.

The highway cods says this:
When you leave your vehicle you should

remove the ignition key and engage the steering lock
lock the car, even if you only leave it for a few minutes
close the windows completely
never leave children or pets in an unventilated car
take all contents with you, or lock them in the boot.

I guess this includes de-icing on the driveway.

Mind you, the highway code says anyone parked on the road at night and not in a 30PMH limit needs to leave thier parking lights on all night.can't remember when i last saw that
I know if you do this and your car gets stolen then insurance companies will not pay out.

Yes it is, it's a dangerous thing to do if the car somehow engages any of the gears (it can happen) it will just drive off with no way of stopping it!

I was pulled for a routine check not long ago, and the officer said it was a hazard to leave a vehicle running unattended. As i jumped out with the engine still running in a public place. Didnt say if it was breaking the law though. sorry.

i have intel start on my car- but i only ever use it in the winter to warm up my car from indoors while i get ready in the morning and later when i'm due to leave work. My doors stay locked and there is no way anyone can get in without unarming my car.. i don't think it's stupid. It's practical for me so i had it installed. As far as i know it's not illegal- but if you tell your insurance company that you have that facility in the car then the insurance policy becomes void for technicality reasons.

It would be illegal if you blindly left the keys in the ignition and running the motor waiting for someone to nick it then it's another thing.
