your getting a slap on the wrist my friend theres nothing they can do .an asylum seeker got 9 months for running over a 3 year old kid he had no licence insurance or tax this is what our legal systems like fuked up.

if you have no uk licence then you have no insurance, you could do time. but it probeley be a ban and £250 fine.
Just plead guilty, and explain your reasons.
They will just re-inforce, and apply the penalty, plus costs. you may find they have ways of having the points added.

the original offer you said, was £60.00 + 3 points, they made you that offer, i would have taken it, they might now see you as trying to be clever and teach you a lesson, sorry but that the reality.
It would depend on many different factors not least of all the question of , DO YOU HAVE A PREVIOUSLY CLEAN DRIVING RECORD. In other words, any previous 'speeding' offences recorded. Also some Uk Counties are possibly more severe with the Fine process than others.
If you are polite and apologetic and have insurance etc you may just get £60 plus costs if you explain you could not take the fixed penalty because you do not have a UK license.
However if you were flashed by a fixed camera please get an eye test, thats what the Gatso's are, eye test cash machines where New Labour get the jackpot every time
they can not give you points on a non uk licence but a big fine is most likely what you will get 200 to 300 pounds

if you've got a none UK licence , how did they find out who was driving? when the first contact was made, the person who the vehicle is registered with ,should have filled in the " who was driving the vehicle" with your name and address , where ever you lived ie.France,the summons would have gone there, but you re not there, so you would in fact,have got away with it.
the only thing to be done now,is inform the courts that as they can see the driver is a none UK resident , and in fact as gone back home ( where ever ) then sit tight and see what happens next
you will only have to pay the court cost as specified you should not have to pay anything else. apart from you 3 points.
