If you are looking at mainland Europe i would use Europcar, They have a large network and are now more customer focussed than most of the other large players.. If it purely a price issue then look at a broker such as Holiday Autos, you will probably still end up driving a Europcar vehicle but the price may be a bit better (CAUTION - watch out for the expensive booking fees charged by some brokers). If you are looking in the UK you could do a lot worse than to look at www.simplerentalsolutions.com.
