M62 motorway.?

I have just been watching the News about making the M62 from Manchester to Leeds UK a toll rd to cut down on congestion if they are interested in just cutting congestion and not robbing motorists and transport companies of even more money,Why do they not continue The Manchester Ship Canal on to Leeds and Hull.After all in Europe a lot of freight is moved on canals(just come back from Holland/Belgium) after all look at the Panama and Suez canals.
P.S The Manchester Ship Canal is most of the time these days unused,or dont we in the UK have the resources to do this anymore.

The Docks in Salford are now mostly offices and luxury homes so I doubt they'd pull all that down to start trading again, although it's a damn good idea you have.
The M62 is the highest motorway in the country. You would have to have the worlds most elaborate lock system or the worlds longest tunnel. Either way the costs of each would be E N O R M O U S
Oh, how I agree. But not just the M62. We have a network of canals that, if people weren't so impatient, could be used to move large quantities very economically. They are there so why don't we use them?
it will be uneconomical because industries have moved away from the canal zone, still have to use truck part of the way on both side of the journey.
