That depends on the state that you live in. Check the state's DMV web site and you can find out how to do an insurance inquiry. You must have the license plate number and preferably the VIN. Most states have compulsory insurance claim systems so you can file a claim but different states use different systems/offices/agencies to handle this. ask the police or go to the dvla
you should report it to the police 1st and formost, then insurance, its not down to you to trace the car owner, the poilce can do that with the license no if you have it. you go tracing people and you could end up getting in even further dificulities..let the authorities do their jobs..
Just get the copy of the accident report. All that information will be on the report.
