It is cheaper to buy a car than construct one. May be you can buy an used car which is less expensive than a new one. But if you asked the question from a mechanical engineering point of view, try to look for the basic parts of the car you want to construct and start assembling it. Choose one model which is more likely to be available as spare parts. Talk to racing car builders, they may give you some help in technology and otherwise.
The easiest way is to buy a car, take it to bits and then rebuild it again, I find taking lots of photos when dismantling it helps as reference for when you rebuild it again, when it's finished you shouldn't have any parts left over. If you have parts left over don't tell anyone and sell it quick, Repeat this process as many times as you like. You can then call yourself a car manufacturer.
