Has anyone sucessfully claimed against Durham council for damage to the vehicle due to rising bollard?

At the Saddler Street congestion charging pay point there were no signs of a bollard. I did not see one since the car in front had paid and the bollard went into the ground. By the time I had paid, the bollard had risen about 12 inches, which was not high enough for me to see, and I drove into it, damaging my car.

Apparently this happens really often to visitors of the city who don't know it's there.

I would like to sue the council for my losses.

Has anyone successfully managed to do the same?

Thanks

Were you driving a black v.w. As I was in up in Durham visiting my gf that day and I saw what you describe happen in the town centre. I think the driver of the car was in the right.
