You can't by law unless if you've been in an accident with them or something in that matter.
you need an MIB check (no not will smith!) but the motor insurers bureau, they keep a record of all the cars that are insured and who they are insured with. if you've been in an rta then your insurance company will deal with it for you but won't be able to give you the details due to the data protection laws surrounding personal information.
It is not the vehicle that is insured rather the person that is driving it.
