I would think not. It's illegal to drive without insurance on the highway or on any roadway. I'd be very surprised if you could get insurance for a forklift!! especially without a licence!

AND
2) The vehicle MUST have road tax and a registration to be allowed on the public highway.
I know because I was NOT allowed to drive a mobile cherry-picker on public roads whilst doing work at the local docks. It HAD to be trailered between locations.
