I was followed by a Mercedes without Tax Disc/ Number Plates but with 'Approved User' shown What's this?

The words 'Approved User' were displayed in proper style on a permanent plate and the car was newish and top of the range perhaps the driver had diplomatic immunity or something but I have not come across this before so I was hoping to find out a bit more

Answers:
that means the goverment has allowed them to take drugs which turn them into mindless zombies who randomly follow people. you want to watch out for the ones with license plates that say "unapproved user"
Fashion Police watch em!!
the Men In Black are after you.
MIB
It might be when you test drive a car from a garage?
hi there - I suspect it was a car being test driven - the approved user plates are just plates that some used car showrooms put over the original number plates - these are not legal on the road and should have been covered over by " trade plates " which can be used to test drive vehicles on the road - alot of dealers are to lazy to tie them on properly and often just display them in the windows
Na i been living in America for more than 5 years in displomatic status. my dad is diplomat so automatically i got the same status as dependent.

Only facility is the world for all diplomats is that you dont get ticket by Cops and dont have to pay any tax in taxes.
Garages/Car Show Rooms have special number plates issued to them by the DVLA, so that you can ferry new cars - which are still awaiting their tax disc/number plates - to the new owners home or office address.
Very likely James Bond.

Did it smell smokey ?
I believe it would have actually said Approved Used. drive past your local merc dealership, they all have them in place of its normal reg plate. like the other respondee said, it will no doubt have been out on test drive
The plate you have seen is displayed on the front number plate of USED Mercedes cars on official Mercedes dealers' forecourts. It actually says "Approved Used" with the MB 3 pointed star. It is illegal to drive a vehicle on a public road with these plates only. If as you said the vehicle was also untaxed then it should have displayed trade plates front and back. Sounds like the salesman was just being lazy.
i think they are cars from showrooms on test drives or sothing like that - maybe promotional work
It would be easier to locate info if we knew what state/ country it was in.

Possibly they are a version of dealer plates. In Ca dealer plates can move from car to car in a licensed dealers inventory for the purpose of test driving a car.

Good luck in your search for an answer!!
