What is the electric cable & switch for under the passenger seat of a ford fusion?

It's part of the airbag control system and seatbelt minder system. Don't even think of messing with it. If it's disconnected the airbag system will go into failsafe mode and deploy with full force even in a relatively minor impact. This could be extremely dangerous for anyone sitting in that seat.

If you have heated seats, that would be there as well.
I don't know for certain, but if your vehicle is equipped with a block warmer, this is probably the cord to power it and the switch to turn it on!

It's probably part of a seat-belt warning or interlock system. when your passenger sits down, he/she presses the switch, and the car knows that someone needs to be belted.
Look in the manual or call the dealer, but I might guess it prevents the air bag from deploying if it is set to off for when there is a child in dthe front seat.
