try going straight to suing them on line, using www.moneyclaim.gov.uk/ this is fast cheap and effective and you can claim back the fees from the guilty people. Before you do this I would suggest that you write one letter to the MD of the coming giving them 7 days to pay up

Most car rental company's now charge £400 excess, you should have been told this when you hired the car. Most car repairs are costly and £400 will not go far, you don't seem to dispute the fact that there are repairs to do. It would seem to me that they have kept your deposit + another £200 to claim the £400 excess. Most good company's will, if approached right, explain this to you.

also find out if they are members of any associations and contact them and see what powers they have over their members.
If you had an accident you will be liable for the repairs, plus replacement cost of another vehicle whilst their car is off the road + plus administration, how many days was the car unavailable for hire? it would have been off the road until such times as it could have been fixed and put back into use.
Usually you can either accept this amount or pay another £20-30 insurance and reduce the £400 to around £50, this should have been explained to you.
