I'm with Virgin and they're pretty good. I'm 21 but was insured at 20 and they seemes to be the cheapest around.
Don't go on your parents insurance as someone suggested because then you can't usually build your no claims bonus

it depends where u live. tesco was the best for my sister (lives in south wales) but i found churchill to be better (live in west mids).

Tesco is good for drivers with no no claims, Now i use Direct Line, with my mums name and me as second driver, this way, we both get no claims bonus' .

if you are located within Australia try and go to AAMI, they're cheap, a bit nasty but they'll do the job.
Don't be misled. Every insurance company rates from mmany different rating factors. Just because it rates for one doesnt mean it will rate for others. Going through a Direct Carrier Progressive Direct, AAA, Farmers, etc will not benefit u unless you are above 25 and a clean driving record. You need to deal with a Non Standard Carrier. Possibly look at various brokers in your area to review your options and assure they are ethical with you and that their fees are reasonable and non renewable
