What are those old peoples scooters called and are there any laws to fo with them?

There are 2 types of scooter. One is legal only for pavement use (except when crossing roads) and these have a maximum speed of 4 miles per hour.
The second type is road legal and have a maximum speed of 8 miles per hour and must be fitted with lights, indicators and a flashing beacon for A roads. The road legal vehicle can also be driven on pavements but have to be switched to pavement legal mode which governs the speed down to 4 mph. The trouble is, most people don't bother!
Insurance is advised but NOT compulsory. They do not need a licence to drive and can be driven by anyone of any age.

Did you see the footage, a couple of years ago, of the old biddie on her 'scooter' driving the wrong way up the slip road on the Aston Expressway in Birmingham (only one of the busiest roads in Europe!)? Scary.
It's referred to as a "Hove'around" chair. There aren't any rulles as to if they are or aren't allowed on public streets. Most have the "Slow Moving Vehicle" emblem on the back of the chair. (red triangle) Remember,one day you're going to be an old fart too. How will you get around?
The Jazzy Chairs lol.we signed a guy up at work to get free info about them. They kept calling..anyway, I would think they would be illegal to "drive" on the roads, but technically they are a motorized vehicle. Just depends on the traffic laws in your state/county and how they're defined.
And no they're not meant for them to drive down the road in. I actually saw that quite a bit in Florida. But hey, at least it's better than them driving a big Cadillac, they can't see over the dashboard and all you see is their q-tip hair, and slamming into you or your car.
Scooters as you used is the proper term though some may be refered to by the brand name by some people. To my knowledge they should follow the same rules as a pedestrian does on foot and stay off the roadways . So they are permitted wherever walking on foot is . Unfortunately I have seen a couple instances of this being abused by a small minority when a sidewalk was available and they were driving on the road instead . I think they may get a warning in a case such as that . There are many area's which still don't have sidewalks available such as rural area's and some inner city area's don't have proper accommodations for them . I feel to be fair it should be judged on an individual basis though in these situations because these people have needs which need to be met . I understand where you are coming from though . I live in an area not far from Amish Country and care is needed because they are permitted to have the horse and buggies on the roadway . Hardly a year goes by without a major incident involving and accident in which someone dies . I do have mixed feelings about that .

In the town of Great Yarmouth. Norfolk, one dear old boy had about 6 pints and drove home in his little electric scooter.He was arrested and charged with drinking and driving. I dont know the outcome but he carried on drinking and driving.
Only law I know is to get out of their way
