My ford probe has a flat spot at 3000 rpm to 3600 rpm is this common?

I drive a cougar and my secondaries open at 3000RPM is this what you could be referring to?

Hmm is a 24v V6? It is quite common to think that the V6 probe has a fault with acceleration, at around 4200RPM the acceleration of the probe changes vastly and this is a normal querk of the car.
I disconnected the battery on my probe to reset the ECU when mine was running a little poorly and it worked a treat. Try looking for air leaks around the air mass sensor on the rubber air intake pipe or check the plugs.
best bet check the spark plugs first a dud plug can cause a loss of power (flat spot). I had a 2.0 probe and it did not have this problem so if yours is that version also I have never heard of this as a quirk on the ford v6 engine as it is the same engine as is fitted in the mondeo and mazda mx6 both of which i have owned.
You might get a specialist to check out the lambada sensor (emmisions control) as this can also cause a flat spot if its not working properly
