What is the fail criteria on the UK MOT for a hand brake?

Just got a new car and there seems a lot of movement in the hand brake.

the parking brake must have a force of 16% gross vehicle weight, and have no more than 30% imbalance across the axle.
e.g. a car weighing 1000kg would need braking force of 160kg from the parking brake. but could have 90kg on left wheel + 70kg on right wheel.
it's rubbish about how many clicks and all that.
