I assume you're talking about the London Underground refund policy where, if you're delayed by 15 minutes or more they'll refund you the cost of a single journey? The refunds don't apply if you've got a freedom pass, because the freedom pass costs your local council more than £1,200 annually to provide for you - so it's considered rather unfair if you're given refunds for something which cost you nothing initially. Of course it's not ideal that you receive no compensation for the delay which has been caused, but it stands to reason that you should not 'earn' money in this way.

If you have a free travel pass my guess would be that you are an ex employee so should have seen the degeneration of the railways and now just be thankful to get where you are going at all!!
Though if you incur additional expenses caused from the late running train get a receipt and forward it to the relevant overloaded complaints department.

Common sense will tell you, the people who PAID to travel, should be entitled to a refund.
In your case, you did not pay to travel (specifically, you did not pay to travel on that departure) - therefore, you would not be eligible for any kind of compensation!
